1. Overview of Compliance Certification
I often receive inquiries from friends about CPC certification, and have also handled the CPC certification of dozens of children's products, and have successfully passed the Amazon platform audit. Here, I would like to share with you the specific matters about children's CPC certification. I hope everyone can sell well during the peak season.
2. The meaning of CPC compulsory certification
The full name of CPC certification is Children's Product Certificate. The CPC certificate is similar to the Chinese test report, which is issued at the same time after passing the relevant test and issuing the report. The certificate lists the importer/exporter information, commodity information, as well as the relevant testing items that have passed and the regulations and standards they are based on. Amazon platform will require merchants to upload CPC certificates when launching some categories of products (such as children's toys, baby products, children's clothing, etc.), and related toys without CPC certificates cannot be sold.
3. CPC Compulsory Certification Classification
CPC can be said to be the certification of toys, but the classification is indeed judged according to different standards. Xiao Li gives an example.
For example, if you certify that your product complies with bans on phthalates, toy safety standards, total and lead limits, small parts requirements, and other applicable regulations, then Section 2 of your Children's Product Certificate will read as follows:
15 USC 2057c: Determination of Phthalates in Toys and Certain Children's Products.
ASTM F963-11, Consumer Safety Standard for Toy Safety.
(Note: You must list the specific numerical section of the toy safety standard you want to certify, see all sections listed here.)
15 USC 1278a: Lead in Children's Products
16 CFR Part 1303, Lead Paint and Certain Consumer Product Bans
16 CFR Part 1501 Small parts of toys and other articles are prohibited for children under 3 years of age and present a choking, aspiration, or ingestion hazard.
4. Scope of CPC Compulsory Certification
A total of 38 standards have been published by CPSC, and the main testing contents are:
Common product recommendation test items, this is also the item standard experienced by most Amazon sellers:
① CPSIA total lead and phthalates;
② American toy standard ASTMF963;
③ Electric toys safety standard 16 CFR Part 1505;
④ Rattle toys require 16 CFR Part 1510;
⑤ Pacifier safety standard 16 CFR Part 1511;
⑥ Children's clothing, carpet combustion performance, such as 16 CFR Part 1610;
⑦ Children's products: baby carriages, cribs, fences, harnesses, safety seats, bicycle helmets and other product standards.
V. CPC Compulsory Certification Application Process
1. The CPC certificate must be based on the test results of a third-party testing laboratory accredited by CPSC;
2. Third-party laboratories can provide assistance in drafting CPC certificates;
3. Children's products must comply with all relevant safety rules and regulations;
4. Information to be included in the CPC certificate:
① Product information (name and description);
② All laws and regulations applicable to the product;
③ Importer or manufacturer (United States) information: including name, address and telephone number;
④ The contact information of the holder of the test result supporting the certificate: name, address, email address and telephone number;
⑤ Product production date and address, the production date must be in the year and month, and the address must be specific to the city;
⑥ Test time and address or test report on which the certificate is based;
⑦ Third-party testing agency information (CPSC-approved laboratory): name, address, contact number.
6. CPC Compulsory Certification
If you are looking for a third-party evaluation agency to do a CPC certificate, it is divided into many items of testing, including CPSIA items, ASTM-F963 items (heavy metal testing) and so on.
For example: building block toys. Need to detect color, o-benzene content, lead, etc.; the charges for each company are different, if you already have some items tested, you can ask the testing agency to test only a certain type.
