Definition of CPNP Registration:

CPNP is the abbreviation of Cosmetic Products Notification Portal. Cosmetic Product Notification (CPNP) is an online notification system created by the European Union Cosmetics Regulation EC No/2009 to realize the supervision of cosmetics. CPNP certification is a certification requirement for all cosmetic products exported to the EU. Cosmetic Product Notification (CPNP) is a unified notification system created by the European Union Cosmetics Regulation EC No/2009 for the supervision of cosmetics. The European Union issued on November 30, 2009, and from July 11, 2013, the EU Cosmetics Regulation (EC) No /2009 replaced the cosmetic index /EEC.
New regulations for cosmetic CPNP registration:
The new EU Cosmetics Regulation simplifies the requirements for cosmetics in the European Economic Area into a single law, eliminating content that could be divisive in the enforcement process in member states.
CPNP Cosmetic Notifications need only be submitted to the database jointly developed by the Central Committee and COLIPA (European Cosmetics Association), not the current member states. However, companies need to report and keep relevant documents themselves, rather than being hosted by industry associations.
·According to Article 13 of Regulation (EC) No/2009, the information about cosmetic products needs to be notified in the CPNP notification system. Starting from July 11, 2013, cosmetic products are required to be notified through CPNP. CPNP is an important part of EU cosmetics regulations to supervise shopping malls to ensure the health and safety of consumers. EU and member state regulators can use the information in the CPNP for market surveillance, analysis, and other purposes. At the same time, the information in the CPNP may also be used by poison centres or similar agencies within the EU, but only for medical purposes.
In most cases, the notification of cosmetics in CPNP is carried out by the person responsible for the product. A product can be sold in the 28 EU member states with only one notification. However, successful notification of CPNP does not necessarily mean that the product meets all requirements of the EU Cosmetics Regulations.
When will the EU Cosmetics Notification be notified?
Notification of new cosmetics before they enter the EU market is mandatory. The EU does not set a specific notification time point, but notification must be completed before listing. Cosmetics containing nanomaterials need to be notified 6 months before entering the market (except for nanomaterials as colorants and sunscreens). In addition, if there is any change in product information, the responsible person or distributor must update it in CPNP immediately.

Which cosmetics need to do CPNP?
According to the definition of EU regulations, cosmetics are substances or mixtures used in any part of the outside of the human body (skin, hair, nails, lips, and genitals) or teeth and oral mucosa, mainly for cleaning, fragrance or Protective effect for the purpose of maintaining good condition, cosmetic or eliminating body odor. Tattoo (Tattoo), cosmetic cloth (Cosmetic Textile) also fall under this regulation, but if wigs, false eyelashes and false nails are not covered by the cosmetics regulation, but the glue used falls under the definition of cosmetics.

Products covered under EC/2009 are: creams, masks, lotions and make-up, hair products, deodorants, perfumes, sunscreen products, shaving products, all cosmetics and toiletries, etc.

The main application process of CPNP:
