On November 24, the State Council issued a reply to set up a new batch of cross-border e-commerce comprehensive pilot areas, including Zaozhuang, Jining, Tai'an, Dezhou, Liaocheng, Binzhou, Heze and other places. In addition to a batch of cross-border e-commerce comprehensive test areas that have been established before, 16 cities in Shandong Province have achieved full coverage of cross-border e-commerce comprehensive test areas.

Cross-border e-commerce, as an emerging industry that promotes the development of foreign trade, has developed very fast in Shandong in recent years. According to the person in charge of the Express Mail Supervision Section of the Qingdao Customs Port Supervision Department, as early as June 2014, Qingdao Customs supervised and released the first cross-border e-commerce in Shandong. This incident also marks the beginning of Shandong's entry into the era of cross-border e-commerce.

In January 2016, the State Council approved the establishment of a cross-border e-commerce comprehensive test area in Qingdao. At the same time, Qingdao is also the first cross-border e-commerce comprehensive test area in Shandong, and then other places in Shandong began to set up cross-border e-commerce comprehensive test areas. As of November 24, 2022, all 16 cities in Shandong have been qualified to set up cross-border e-commerce comprehensive test zones.
