European law has long stipulated that products sold in the EU must have European agent information, which can assist in solving customs clearance and product quality problems, so that they can be traced.

The European Parliament and Council approved a new EU Regulation/1020 on 20 June 2019. The regulations mainly stipulate the requirements for CE marking, the designation and operation specifications of Notified Bodies (NBs) and market regulators.
It amends the /EC Directive, as well as Directive (EC)/2008 and Regulation (EU)/2011 on the entry of regulated products into the EU market.
/1020 covers all products under EU-specific regulations, such as the Low Voltage Directive and the Medical Devices Directive.
The new regulations will come into effect on July 16, 2021.

Major changes brought about by the new regulations
1. Increase and specify the responsibilities of the EU representative
a. Must be located in the European Union and European Economic Area and be responsible for the conformity documentation of the product and must be able to identify the contact details from the product or accompanying documentation.
b. Products sold online also need to designate an EU representative with the same responsibilities.
2. Increase and specify the duties of entry customs: prevent entry of products that are not properly marked or labelled, including CE marking and identifying information for EU representatives.
3. Establishment of a network of coordination systems among market regulators in each member state
The bill will be implemented in July 2021, which does not mean that products in existing European Amazon warehouses are safe. At the same time, the address information of the EU representative (EU REP) needs to be printed on the product packaging and instructions. In this way, if there is any problem, the EU side can obtain product information at any time through the EU representative, and can contact the factory through the EU representative. EU representatives have certain legal risks.
According to the requirements of the EU Directive, electronic appliances, machinery, general consumer goods, medical devices, building materials and other products must be marked with the EU representative address (EU REP) information on the product packaging and instructions. Once this principle is violated, it is necessary to remove all non-compliant inventory. According to the provisions of Chapter 22 of ProdSG, manufacturers and importers must ensure that the EU REP address information is on the product.
