Explain the CPC certification requirements of Amazon US station

What is CCPSA

CCPSA, refers to the "Canadian Consumer Product Safety Act" passed by Canada on December 15, 2010, and has become Canada's relevant law in terms of the toy industry, mainly the "Hazardous Products Act" (HPA) "Hazardous Products (Toys) Regulations" , by the Canadian Health Products Safety Agency (formerly Product Safety and Enforcement. CCPSA Toy Regulations (/2011-17) supersedes the previous (Toys) Regulations (CRC, c.931) as of June 20, 2011. Hazardous Products Act Chapter Parts and Part II of the toy limit and control will be transferred to the relevant CCPSA regulations.

Physical security features:

1. It is stipulated that the noise of the toy in the children's use position shall not exceed 100 dB.

2. The exposed metal part of the toy cannot have a sharp edge;

3. The metal wire of the toy must be protected or rolled back to avoid exposing the tip;

4. Plastic toys or plastic parts of toys should be thick enough to avoid cracking and revealing sharp edges. If it has to be thin due to the function, it should be made of rigid material;

5. The surfaces, edges and corners of wooden toys should be smooth;

6. The edges and corners of the glass part of the toy should be smooth;

7. All fasteners (such as nails, screws, etc.) should be installed reasonably to avoid injury to children;

8. The folding mechanism should prevent the child's hands and feet from being pinched due to sudden collapse;

9. The clockwork key or winding mechanism of the toy should prevent the entanglement of children's fingers;

10. The ejection end of the ejection toy should have a protective head, and the protective head should be able to withstand a pulling force of 44.5 N.

11. Any toy (such as a toy box) that is large enough for children to enter and can be closed with a lid or door (such as a toy box) must have sufficient size and number of ventilation holes on the adjacent side to avoid suffocation;

12. Toys that bear the weight of children should have a solid facade to avoid the danger of tipping over.

Chemical safety performance:

1. Heavy Metals

The surface coating of toys may contain certain amounts of heavy metals due to the use of paints and coatings. In order to protect children's health, the Canadian Consumer Product Safety Act (SC2010, c.21, CCPSA Paint Regulations) stipulates that the content of heavy metals (such as lead, mercury, antimony, arsenic, cadmium, selenium) in toys cannot exceed the limit.

2. Phthalates

Phthalates are a class of softening chemicals that are commonly used in toys, food packaging materials, personal care products, and more. Phthalates act like estrogen in the human body and can interfere with endocrine and affect the reproductive system of the human body. On December 22, 2010, the Canadian Phthalates Regulations (/2010-298) were becoming regulations and entered into force on June 10, 2011. Regulations require that the content of DEHP, DBP and BBP in vinyl materials contained in toys and child care products under the age of 4 must be ≤0. DINP, DIDP and DINP, DIDP and The DNOP content also needs to be ≤0.1%.

3. Organic solvent

Organic solvents are generally volatile and toxic. In order to ensure the chemical safety of toys, the Canadian Consumer Product Safety Act (SC2010, c.21, CCPSA) stipulates that the following organic solvents are prohibited from being imported into Canada or advertised and sold in Canada. :

(1) Contains carbon chloride, methanol (or substances containing more than 1% methanol), petroleum fractions (or substances containing more than 10% of petroleum fractions), benzene, turpentine (or more than 1 mass of turpentine), boric acid or boron salts, salts, and other toxic substances that may be touched by children or that may leak from ruptures;

(2) Children's inflatable balloons containing aromatic, aliphatic and other organic solvents can be dissolved in gaseous or liquid form directly into the mouth.

4. Other harmful substances:

Canadian Consumer Product Safety Act (SC2010, c.21, CCPSA) stipulates: crayons containing toy cotton in any state that can separate asbestos (such as amosite, crocidolite, etc.) from the product); except for table tennis balls, Toys made in whole or in part from or containing celluloid or nitrocellulose are prohibited from being imported into Canada or being advertised or sold in Canada.Toy regulations require toys and children's products not to contain excessive toxic, corrosive and irritating substances and sensitizers, but do not specify specific chemical substances.

5. Combustion safety performance:

Canadian Toy Testing – Combustion Properties, Canada's "Hazardous Products (Toys) Regulations" stipulates that: in order to avoid the use of materials that burn quickly upon contact with a combustion source, the textile materials used in toys and soft toys must be subjected to a combustion test to avoid the use of fire. Determine whether it is extremely flammable; if the fabric is at an angle of 45°, contact the flame directly for 1 s, and the flame is within mm within 7 s, it is an extremely flammable fabric; if the hair is at an angle of 45°, contact the flame for 1 s, and the flame If it cannot self-extinguish within 2 s, it does not meet the requirements of the regulations.
